Conference Overview Nursing is considered the backbone of care for patients served in hospital settings. The wages and benefits paid to nurses are included in the calculous of determining hospital payment rates. MONL is hosting a session about how nursing expenses are used to determine payment rates while sharing insights into developing labor budgets for nursing services. Other topics will include considerations when advocating for a nursing fee schedule and how to determine appropriate staffing levels.

Andrew Wheeler serves as the Vice President of Federal Finance at the Missouri Hospital Association, specializing in federal advocacy, Medicare payment and policy, and regulatory compliance. He has more than sixteen years of experience in the hospital setting, working in hospital operations, finance, and strategic planning. He has ten years with the Missouri Hospital Association, advocating, educating and assisting hospitals. He holds a Bachelor of Science in Public Administration and a Master of Business Administration. He is a Certified Healthcare Financial Professional and a Fellow of the HFMA, having received the William G. Follmer Bronze Award, the Robert H. Reeves Silver Award and the Frederick T. Muncie Gold Award.
